JAMMU, Sept 22: PSC Lecturers’ Association Jammu, led by its President Manjeet Chib, called on Dr Mandeep Kumar Bhandari, Principal Secretary to LG and urged him to fulfill the demand of career progression/Time Bound Promotion of +2 lecturers.
The delegation sought personal intervention of Principal Secretary and urged him to address the long pending demand of Non functional/ Time bound promotion.
Manjeet Chib informed the Principal Secretary that the file pertaining to Assured Career Progression was lying in the office of Commissioner Secretary GAD with no further progress. He explained that +2 Lecturers are having high credentials but have no provisions of career progression. He said that +2 lecturers, particularly direct recruits, face worst kind of stagnation and are deprived of financial up gradation.
The Principal Secretary enquired about the recruitment rules of Teachers, Lecturers (DPC and direct recruits) and their respective cadre strengths. He also enquired about the provision of Time Bound Promotion (TBP) available to non-gazetted employees of the department i.e., Teachers, Masters and non- teaching employees. The issue of grade pay of Principals was also discussed at length.
The Principal Secretary was also informed that the counter parts are availing the benefits of Non Functional Promotion/Time Bound Promotion whereas the nation builders are denied of career progression which is a matter of exploitation and injustice.
The Principal Secretary assured the delegation that due consideration and support will be provided in redressing the genuine issues of +2 Lecturers. The delegation was assured of timely and positive response from Raj Bhawan to GAD to speed up the process of ACP.
