DB directives in PIL highlighting increase in dog bite cases

JAMMU, Oct 19: In a suo-moto Public Interest Litigation (PIL) highlighting increase in dog bite cases in Ladakh, a Division Bench of Jammu & Kashmir & Ladakh High Court comprising Chief Justice N Kotiswar Singh and Justice Moksha Khajuria Kazmi has directed respondents to file the detailed affidavit about the steps taken by them with necessary data and figures, without any fail, on or before next date of hearing.
When the PIL came-up for hearing, Division Bench observed, “no compliance report has been submitted in terms of order dated May 17, 2023”. Accordingly, DB directed the respondent-authorities to file the detailed affidavit about the steps undertaken by them with necessary data and figures, without any fail, on or before next date of hearing.
DB also made it clear that failure to submit the detailed affidavit will entail appropriate action from this court.
In another PIL, Division Bench perused the status report submitted on behalf of Srinagar Municipal Corporation (SMC) on 12.03.2023. “Though a detailed report has been furnished and it appears to be more of a proposed action rather than the action already taken”, the DB said and directed the Srinagar Municipal Corporation (SMC) to file a detailed report about the action already taken including the census report of the dogs, the report regarding incidents of dog bites and the steps taken by the authorities to deal with such menace by the next date of hearing.
