Despite selection, many PwDs still waiting to get appointment in various Departments

Jammu, Oct 22: Though, after a long delay the candidates belonging to Persons with Disabilities (PwDs) category got selected through the Central Administrative Tribunal (CAT), and got 320 posts reserved in their favour, but their appointments are still pending in various Departments they were allotted.
Pertinent to mention here that Jammu and Kashmir Services Selection Board,(JKSSB) in its advertisement in 2020 calling for filling up 8575 posts pertaining to the various departments under direct recruitment to Class-IV, but they failed to reserve any seat for PwDs. It was only after the intervention of CAT, which in an order issued asked the JKSSB to reserve 320 seats for PwDs.
Later, GAD in its amendments further clarified that on the account of CAT directions, these posts were bifurcated and now 80 posts were earmarked to the Deaf and Hard of Hearing category, and while 240 posts were allocable to other three sub-categories of PwDs will be filled up.
Taking this process one step ahead, the JKSSB in an order dated 12-7-23 issued a final selection list of 80 posts reserved for the PwDs candidates.
Now when the JKSSB has finalised their selection and also forwarded the selection list of the PwDs, to be absorbed in various departments including Revenue, Public Works Department, School Education department, Health and Medical Education (H&ME) Department and others, but these PwDs are still waiting to get absorbed in these departments.
But after the passage of long time, these candidates are not absorbed by any department and are forced to move from one department to another to get their appointment letters.
“It’s very unfortunate that despite selections, these departments are not prepared to give us our appointment letters,” said Nidhi, a selected PwD candidate.
“My marriage is scheduled to be held in next month but still I’m not sure that if I will get my job in the department allotted to me by JKSSB. I’m not able to understand what is the problem and why they are delaying my appointment, but it is true that they are playing with my future, for the reasons best known to them,” she regretted.
Talking to the Excelsior, Director, FCS &CA, Rifat Kohli informed that yet they have not appointed any Class IV employee in their department.
“Yet, we have not finalised the selection of any Class IV employee in our department as we are undergoing re-organisation process of staff vacancies. For a long time we were feeling scarcity of Class IV staff in our department as there are many posts which are lying vacant under this category. We are trying our best so that we can fill these vacant posts as soon as possible and in this regard we already have referred the number of vacant posts to the JKSSB, so that they can initiate their recruitment process soon for filling these posts,” she said.
When contacted, Director Health and Medical Education, Dr Rajeev Kumar Sharma told the Excelsior that “I’m unaware about such a list in which the candidates belonged to PwDs category have been allotted our department by the JKSSB.”
“If there is any such candidate who has been allotted H&ME department, then he or she can directly visit to me, so that I can help him, if needed,” he asserted.
The Agriculture department, due to the retirement of former Director, KK Sharma has become headless and till date there is no one to appoint the newly selected staff in this department.
Meanwhile, according to the highly places sources in GAD, who on the assurance not to disclose their identity, informed the Excelsior that they have received the final list of 80 PwDs candidates selected for Class-IV by the JKSSB.
“Yet, we are in initial stage of the recruitment process and till date we have asked the selected candidates to send their credentials for the verification process. It will take more time to complete the entire process till then they have to bear with us,” he further added.
