Conman wanted in several fraud cases booked under PSA

Srinagar, Nov 4: A habitual fraudster wanted in multiple cases of forgery and fake appointments, has been detained under the Public Safety Act (PSA) after his arrest by the Special Crime Wing of the Crime Branch here.
As per authorities, Manzoor Hussain Qadri, son of Ghulam Hassan Qadri, resident of Poshwani Pattan Tehsil Baramulla was apprehended on November 3 from the Sanatnagar area of Srinagar.
The man has been sent to Central Jail Kot Bhalwal in compliance with a PSA detention warrant issued by the District Magistrate, Srinagar.
“The accused, a habitual offender, was wanted in multiple cases of cheating and fraud and had been evading arrest. His modus operandi involved luring unsuspecting youths from various areas with promises of providing or managing government jobs for them and extorting significant amounts of money through deceitful means, engaging in both cheating and other crimes. He consistently sought illegal ways to amass wealth, causing substantial losses to his victims,” the Crime Branch said.
The authorities said a special team had been diligently working to locate the conman and was successful in apprehending him. “The accused has a history of various criminal charges, with multiple cases pending against him.”
As per details, in case FIR No. 36/2014 under Sections 420, 468, and 120-B RPC at P/S CBK, the accused is involved in defrauding complainants of Rs. 23.00 lakhs, falsely promising government job placements in Jammu and Poonch, and providing fake appointment orders. The investigation in this case is ongoing.
In case FIR No. 65/2016 under Sections 420, 468, and 109 RPC at P/S CBK, authorities said, the accused is implicated in issuing fake appointment orders for candidates, later found to be fraudulent.
In case FIR No. 05/2017 under Sections 419, 420, 468, 471, and 34 RPC at P/S CBK, the accused was found to have issued a counterfeit and forged appointment order purportedly issued by the Commissioner Secretary Forests Civil Secretariat, Srinagar.
“The investigation in this case has been closed as proven, with a charge sheet presented before the Special Mobile Magistrate 13th Finance Srinagar on June 30, 2022,” the Crime Branch said.
Further, in case FIR No. 42/2023 under Sections 420 and 468 RPC at P/S EOW, the accused is implicated in providing a fake appointment order and a fake Departmental Identity Card to the complainant for a sum of Rs. 2.15 lakhs.
In case FIR No. 51/2023 under Sections 420, 468, and 471 RPC at P/S EOW, the authorities said that the accused cheated the complainants by promising government jobs and providing them with fake appointment orders for the Agriculture Department and Forest Department, defrauding them of Rs. 15 lakhs. The investigation in this case is ongoing.
Lastly, in the case FIR No. 52/2023 under Sections 420, 468, and 471 RPC at P/S EOW, the accused defrauded a complainant by promising to secure government job appointments for his sons in the Forest Department and grabbing Rs. 14.50 lakhs, currently under investigation.
