Focus on self-employment, CSSs; assessment of outreach progs as B2V5 begins today

Deliverables announced earlier to be reviewed

JAMMU, Nov 6: The Government today ordered that entire Back2Village5 (B2V5) programme will be led by the Deputy Commissioners in their respective districts while senior officers will tour and strictly monitor the programme and all 4291 Panchayats will be covered by the Prabhari Officers with major focus on saturation of Centrally Sponsored Schemes, self-employment and implementation of digitization and e-services at ground level.
Official sources told the Excelsior that senior officers will strictly monitor the B2V5 programme from November 7-16 and most of them will also tour the villages while Prabhari Officers will visit all 4291 Panchayats.
“The focus is on assessment of all deliverables announced in previous Back to Village Programmes, progress of this year’s deliverables and assessment of all outreach programmes of the Government,” they said, adding that the saturation of Centrally Sponsored Schemes is one of the major focus areas.
Self-employment, they said, will also be a top priority of the Government and all Deputy Commissioners will ensure camps by CSSs and Banks in all Panchayats during entire B2V5 from November 7-16.
“Percolation and digitization of e-Services on ground will be another focus area for the officers visiting the villages,” the sources said.
The Government has appointed Department of Rural Development and Panchayati Raj as Nodal Department and overall coordinator of B2V5 while the Planning, Development and Monitoring Department will assist the Nodal Department.
“Entire B2V5 programme shall be led by the Deputy Commissioners in their respective districts. All previous Prabhari Officers will continue in their respective Panchayats. Field level functionaries will be deployed for holding Panchayat wise camps,” the officials said.
The DCs have been asked to ensure that every visiting officer is properly briefed on district development scenario and development works carried out in their Panchayats including individual beneficiary works. They will also be responsible for all local coordination, analysis of punched data and any other responsibility entrusted via subsequent orders.
The Government has assigned the task of preparation of B2V5 questionnaire booklet and visiting officers’ guidelines etc to the Department of Rural Development and Panchayati Raj. Other responsibilities given to the Rural Development Department include deployment of officers for B2V5, training of deployed officers and preparation of GPDP-2024.
The Rural Development and Panchayati Raj Department will be assisted in the task by all Deputy Commissioners.
Field monitoring and concurrent evaluation during B2V5 will be the task of Planning, Development and Monitoring Department while deployment of officers and furnishing list to the Deputy Commissioners and Department of Rural Development and Panchayati Raj besides establishment of Control Room in the GAD will be done by the General Administration Department.
“The Information Technology Department will be responsible for providing digital platform for entering the data of B2V5 and creation of e-booklets. The Information and Public Relations Department will prepare a media plan for the entire programme including publicity and media coverage,” the officials said,
The Government has made Back to Village Programme now an annual feature. Previous B2V were followed by ‘My Town My Pride’ during which the administration visits the towns.
Officials said besides new programmes and schemes, the Prabhari Officers will also review and assess the progress on previous deliverables announced during four B2V programmes already held by the Government.
