Verify GP fund bills before clearance to avoid double withdrawal: Fin Deptt

JAMMU, Nov 9: the Director General of Accounts and Treasuries, Finance Department, J&K has asked all the treasury officers to follow the circular and monitor GP fund bills at the time of clearance, so that no such bill has been cleared earlier to rule out any over payment or double drawl.
An order in this regard was issued by Mahesh Dass, Director General, Accounts and Treasuries, Finance Department.
The order reads, the General Fund bills of employees of various departments presented at treasuries of UT of J&K including New Delhi Treasury are being cleared analogy of FIFO system at intervals for past quite some time.
Meanwhile, some of the claims are being cleared on priority or out of turn on emergency basis expressed by the claimants.
There are apprehensions that clearance of claims on priority or emergency may result in double drawl in the event if the bills are not cleared from the log list in treasury net by the treasury officer.
At the same time, due to delay in clearance of bills at treasury some of the employees have been retired from services while their GP Funds withdrawal bills are still pending at treasuries. In such case there are apprehensions that DDOs may submit the cases of final refund of such retirees without taking into account the advance claims of these retirees pending at treasuries which may result in over payment or double drawl for the reasons stated below.
The fund officers should invariably seek an undertaking from the DDOs or employees that no bill is pending at the treasury and the bill if any pending at treasury has been accounted for while submitting the case to the fun offices for issuance of final refund authority.
“All treasury officers are directed to follow the circular instructions. Any deviation shall be sole responsibility of the treasury officer concerned,” the order added.
