Sukhnandan apprises LG Sinha about higher CLU rate of JDA land

JAMMU, Nov 11: Former Minister and Senior BJP leader, Choudhary Sukhnandan Kumar, has brought to the attention of LG Manoj Sinha the disparity in Change of Land Use (CLU) rates within the jurisdiction of Jammu Development Authority (JDA), particularly affecting rural areas of Jammu.
In a written communication, Ch Sukhnandan Kumar revealed that the JDA is uniformly charging 5% of the highest stamp duty rate for CLU across all lands falling under its Master Plan. However, he emphasized that stamp duty rates vary significantly across villages within the JDA Master Plan.
For instance, Kumar pointed out that while the stamp duty rate for Shamachak village is Rs 10 lakh per kanal, Gandhi Nagar is set at Rs 2.10 crore per kanal. Despite these variations, the JDA is applying a uniform 5% charge based on the highest rate, even in rural Jammu areas.
Expressing concern, the former BJP Minister highlighted that residents in villages recently incorporated into the JDA Master Plan are compelled to pay CLU fees higher than the actual rates of their land.
Demanding a reconsideration of CLU fees, Kumar urged JDA authorities to align the charges with stamp duty rates specific to each village under the Master Plan. He emphasized that this adjustment is essential in the interest of justice for all residents of rural Jammu.
Ch Sukhnandan Kumar has also submitted a representation to the Divisional Commissioner, Jammu, seeking a review of CLU rates for lands falling under the JDA Master Plan.
In response, LG Manoj Sinha has acknowledged the demand, assuring that orders addressing the issue will likely be issued in the coming days, according to statements made by ex-BJP minister Sukhnandan Kumar.
