DDC orders FIR against defaulting contractors, officials

Reasi, Jan 23: District Development Commissioner Dr Shahid Iqbal Choudhary while reviewing the performance of Public Works Department in construction of buildings of Health, Education, Sports issued instructions for registration of FIR against contractors in all cases of delay and against various parties involved in land disputes at proposed sites.
He also directed the PWD not to re-tender the projects after no response is received on 3rd tender. Taking serious note of buildings put to tender 4 to 11 times in past in some cases he termed it wastage of public money.
The DDC directed that PWD should not initiate construction of buildings unless the land is identified by the concerned department, handed over to executing division and entry made in revenue records to avoid any litigation. Assistant Commissioner Revenue has already been entrusted with the task of issues related to land and more than 12 issues have been settled, it was informed. PWD and PMGSY were directed to dismantle all such structures from the alignment of roads where the construction has taken place after notification under Section 4 and 6 of Land Acquisition Act stood issued.
For inaccessible areas in Mahore and Arnas where no response has been received in respect of tendering process the departments were directed to explore the option of pre-fabricated buildings after approval from administrative department. Examining the inspection reports furnished by District Statistics and Evaluation Officer, the DDC directed the departments to complete all the works within next two weeks failing which action will be initiated against delinquent field officials.
The meeting was attended by SE PWD P S Sehgal, CMO Dr Mohd Younis, CEO Ashok Sanyal, PWD XEns Kabir Shah, T L Thapa, Ved Angurana, XEns PMGSY Rajesh Gupta, Anil Pandoi, CPO G L Sharma, AD Planning Megha Baogia and Ashok Kumar. CPO has been directed to compile the details of contractors and furnish to SSP for registering FIR.
