JAMMU, Dec 15: A 7-member DPs’ delegation of 1947 from PoJK led by Gurdev Singh, president, Jammu Kashmir Sharnarthi Action Committee (JKSAC) called upon Atal Dulloo, Chief Secretary of UT of J&K.
The delegation comprising of DPs who were denied benefit of PM Relief Package of Rs 5.5 lakhs for want of mandatory records prescribed by the govt. vide order No. 20-JK(DMRRR) 27-03-2017 to identify the status of a DP. The delegation conveyed him the resentment of their thousands such fellow families who are running from pillar to post from the last three years to get justice.
Deliberating upon the issue Gurdev Singh apprised Dulloo that relief package of Rs 5.5 Lakhs was sanctioned by the Union Govt for 36,384 DPs families under PMDP-2015; i.e. 26,319 DPs families of 1947 from PoJK and 10,065 families of 1965 and 1971 of Chamb area. Out of 26,319 DPs families, 22,000 families have been considered for relief till date on the basis of mandatory documents prescribed by the Govt. Nearly 4,000 DPs families of 1947 from PoJK have not been considered for relief for want of mandatory records which in their case is missing/completely dilapidated or gone waste due to the negligence of successive concerned authorities.
These people have supplementary records sufficient for their identification, such as camp ration card, mutation of their allotted land, copy of register cancellation, the revenue records of their native places in POJK such as Jamabandhies, Missal Haqiyat, Mardamshumari (Census), Shajra-nasib, Khatuni, lying in the custody of the PRO, and record rooms of district Poonch and Baramulla. There are many DPs who are serving in Armed forces/Central Govt services prior to 1947 and were not available in J&K at the time, when some concession were given to other DPs. They have not been considered for relief despite of the fact that addresses of their native places in PoJK has been reflected in their service books, which is a valid proof of their being a DP.
Singh told Chief Secy that the mandatory records prescribed under 27-03- 2017 order for the DPs of 1965 and 1971 was also missing. But later-on an amendment was made vide govt order No. 20-JK(DMRRR) of 2020 dated 10-02-2020 to accommodate them and their optional/supplementary records were listed in the mandatory list and they are being given the benefit of relief. He said JKSAC has been consistently drawing the attention of concerned authorities but nothing happened so far.
The Chief Secretary heard the delegation patiently and assured that the appropriate action would be taken to address the instant issue.
