The onus of validation rests upon an intricate network of oversight involving multifarious departments such as law enforcement and district administration. A stringent regimen of cross-verification mechanisms has been instituted, encompassing facets like scrutinising hospital data on drug addiction, meticulous police reports documenting narcotics cases within the demarcated region, and a meticulous evaluation of illicit crop cultivation.
The emphasis on thwarting the drug scourge hinges on active participation from the denizens of the area. The pivotal demographic of students and youth acknowledged as particularly susceptible to the deleterious effects of narcotics, is of much importance. Monthly educational programmes conducted in schools, coupled with street plays (“nukkad nataks”), have become obligatory. Compulsory engagement of the youth through running events and cycle rallies, spotlighting the perils of substance abuse, is now de rigueur. The documentation of every event has been mandated, accentuating the meticulous nature of this regulatory framework.
The overarching objective is preventative, with a strategic focus on addressing root causes. Prohibiting the cultivation of banned crops and necessitating assistance from the Agriculture Department for alternative crops exemplify the grassroots initiatives now mandated. Surveying the comprehensive checklist of obligatory actions and the implementation of a rigorous cross-verification mechanism, obtaining the coveted “Nasha Mukt” certificate appears to be an arduous endeavour that necessitates unwavering dedication.
These SOPs are poised to inject substantial momentum into the battle against narcotics. The compulsory integration of myriad anti-drug activities within a condensed timeframe anticipates commendable outcomes. There is no point in getting the certificate only with drug addicts or other factors prevalent in the area. Over time, the seamless transition of these activities from the streets to educational institutions is anticipated to yield heightened awareness among both youth and their parents. Law enforcement, notably the police, assumes a pivotal role in this holistic process. The onus of combating the drug epidemic transcends individual responsibility and is incumbent upon the entire societal fabric. The mandatory monthly and half-yearly reviews underscore the perpetual nature of this endeavour, leaving no room for complacency. The pervasive grip of the drug menace on the entire Union Territory necessitates an earnest and unwavering commitment to these SOPs. This regulatory framework is poised to propel all towards concerted efforts to meet the prescribed requisites. The periodic reviews serve as a testament to the insistence on sustained vigilance and relentless efforts throughout the year.
Tehsil, Sub-Division, and District Level Committees formed under a previous Government order will convene monthly to review progress. The District Level Committee, after receiving recommendations from lower tiers, will have the final say on issuing “Nasha Mukt” certificates, signed by the District Magistrate. The status will be re-evaluated biannually, with the possibility of renewal or withdrawal based on performance against established parameters. Those successfully attaining the coveted “Nasha Mukt” certificates stand poised to become exemplars, offering a blueprint for emulation by others. Even incremental strides in this battle contribute significantly to the broader objective of eradicating drugs from the societal fabric. This robust protocol signifies the Jammu and Kashmir administration’s resolute approach to combating drug abuse and fostering truly “Nasha Mukt” communities.
