SRINAGAR, Jan 22: The SKIMS, Soura, has blacklisted a company due to an alleged violation of norms related to the non-payment of rentals after it was awarded the contract of manning SKIMS public car parking slots.
While the company is already facing debarment, the hospital authorities have issued a communication by virtue of which the company now stands blacklisted for the next 5 years.
As per details, instead of depositing the full rentals for manning the public car parking during the extension period of the contract, the said company came up with a representation requesting compensation for macadamization, development of surface drainage and the third wave of COVID-19 pandemic.
Upon the request, while it was accepted, 21 days of compensation were given to the company for the period of macadamization and development of surface drainage, however, the period of the 3rd wave of COVID-19 was not considered.
It did not end there. The company then sent a legal notice to SKIMS, following which the concerned committee met again to analyze the company’s request.
During the meeting, which was also attended by the representative of the company, in principle, the company agreed that the compensation given for the macadamization period is accepted.
However, it was stated that the compensation period for the development of surface drainage and the third wave of the COVID period may be reviewed.
The e-NIT for the manning of the parking was floated in 2021 with one of the terms and conditions that the allotment order will remain valid for a period of 1 year from the allotment of the contract and shall be extendable.
The same company emerged as the highest bidder with the offered bid amount of Rs. 87, 43, 786, and the contract was valid for a period of one year from 05/10/2021 to 04/10/2022.
The details state that the company was asked by the committee to deposit the outstanding rentals; however, the company was reluctant to do so until the compensation period was settled.
After that, the company’s request for compensation during the development of surface drainage and the 3rd wave period of COVID-19 was also considered, and the committee, in principle, recommended providing 44 days of compensation for the macadamization, development of surface drainage, and the 3rd wave of COVID-19 period.
The same was also accepted in principle by the company; however, the rentals were still not deposited.
“You were supposed to deposit the rest of the outstanding rentals immediately, but failed to deposit the rentals, and the debarment notice of your company M/S Green Valley Model Structures Pvt. Ltd,” reads the notice issued to the company, conveying the decision of blacklisting for a period of 5 years with immediate effect.
