Gupta terms Governor address just propaganda

JAMMU, Feb 10 : Prof. Chaman Lal Gupta, MLA Jammu West Assembly Constituency today said the Governor address is not aspiring and termed it just a Government propaganda booklet based upon their press notes prepared keeping in view the coming elections.
In his first comment over the Governor’s address, Prof Gupta said “It is more like a statement to cover up the five year failures and wrongs of this coalition”.
He said it has put forth no proposal for removal of regional disparities and have fresh delimitation of Assembly constituencies to ensure fair political representation to all regions as also Scheduled Tribes.
He said above all it did not make any proposal for free flow of the provisions of Indian Constitution beneficial to the people of the State. Moreover, there is no mention even about what was committed earlier especially the elections to Local Bodies and empowerment of woman as also the weaker sections. Thus, promises made earlier are being over looked”, he added.
Meanwhile Prof Gupta also submitted a memorandum to Governor N N Vohra to turn his attention towards some recent decisions taken by the State Government. The memorandum said  “recently the Government has given approval for creation of large number of new administrative units and in principle, we are not against creation of new units but constrained to question the validity of such a decision as the State is faced with a serious financial crunch’’. There is no money even to regularly pay the wages of the poor workers and labourers who are without their salaries for months together”, it added.
It said moreover, already about 70 percent expenditure of J & K is dependent at the Centre. With the creation of these new units the dependence of the State would further increase, it added.
The memorandum said more objectionable is this political gimmicks on the eve of the elections. The present dispensation is bound to meet its end in the coming months. To give approval for creation of such a large number of administrative units is clearly bound to create ground for the numerous problems for the Government that would come to power at the Centre as also later on in this State. This is not fair for any ruler to leave behind complicated problems for the coming generation, it added.
