Six pay commission arrears

Sir,
It is an admitted fact that a closed mouth catches no flies but  I think the same doesn’t fit well in case of employees/pensioners of the State who have been clamouing for payment of third installment of 6th  Pay Commission which was actually to be paid to them in 2013. Next April is on the anvil but the authorities do not seem to relent although there have been demonstrations by the employees and pensioners for the same. The Central Govt. has decided to appoint 7th Pay Commission for Central Govt. employees and pensioners and even the Chairman, Mathur, Retired Supreme Court Judge and other members have been nominated.
There is no reason for the authorities of the State to make the employees and pensioners suffer so badly in these hard times when the prices are spiralling sky high. The excuse of financial crunch will not be justified when the Ministers and Legislators were paid in  one go all the arrears etc because of the hike of their salaries and other perks. Why a double standard? The State employees and pensioners are not begging doles but are demanding their due arrears.
Besides the DA arrears at the rate of 6 percent from June 9 to December 09 also have not been paid inspite of the lapse of more than four years. Let the authorities concerned be kind enough to be liberal and take into due consideration the genuine demand of the hapless employees and pensioners.
