6000 jobs for KPs, Rs 20 lakh for construction of house: Govt

 JAMMU,  Feb 19: The Government has offered a package of 6000 jobs and  proposed Rs 20 lakh for construction of house to each family and Rs 4 lakh for renovation of  unused houses besides special assistance for revival of agriculture land and orchards to the Kashmiri Pandits willing to re-settle in Valley.
Minister incharge Revenue, Relief and Rehabilitation Aijaz Khan while responding to the calling attention notice of NC member, Vijay Bakaya in the Upper House today said that Government of  India has sanctioned an economic package of  Rs 1616.40 crore for the return and rehabilitation of Kashmiri migrants  to the Valley. The package was also approved by State Government in October 2009. He disclosed that there are total 40,857 Kashmiri migrant families registered in Jammu, of which  18681 are under relief category and 22176 under non-relief.
Mr Khan disclosed that for implementation of  Central package,  applications were invited from the migrants willing to return to Valley. Though total 4898 families applied for return to Valley,  yet no family has actually returned so far.  He said one of  the components of the package is also to construct transit accommodation and for this purpose, 335 such units have been completed while 495 are under construction at Vessu, Hawal, Baramulla and Kupwara in Kashmir. In addition to above, 18 flats at Mattan and 200 at Sheikhpura have also been built.
Revenue Minister disclosed that under employment package out of the total 6000, 3000 posts were created in 2009 for the wards of KPs. The appointment  orders have been issued to 2184 candidates but only 1446 personnel have joined their departments.  In Education Department, out of  1527 just 1048  joined; in Social Welfare out of 163 only 90 joined, in Finance out of 129, 56  reported, in Engineering wings out of 223 just 153 joined, in Tourism out of 13 just six joined, in Health out of 46, only  28 returned and in Revenue out 90 posts referred 31 got selected but just 23 joined their jobs in Valley.
The Minister assured that the  remaining posts will also be filled up shortly. He said 826 posts which were reserved under various categories, have been deserved by making amendment in the J&K Reservation Act 2004. He said besides this, the interview for the selection of 111 Class IV vacancies has been conducted and their appointment will be made soon.
For the return and rehabilitation of  Kashmiri migrants no much progress has been witnessed. As the families were not happy over the existing package, a revised proposal with good hike has been submitted to the Government of India. For construction of house a package of  Rs 7.5 lakh was sanctioned but it has now been proposed as Rs 20 lakh per family.   For renovation of houses it has proposed to give hike from 2 lakh to Rs 4 lakh per unit; Rs 180 crore for the transit accommodation of 2000 units besides 6000 jobs for the KP youth. For revival of orchards Rs 15000 per kanal subject to ceiling of Rs 5 lakh and Rs 10,000 per kanal as assistance for the revival of agriculture activity in the land has been proposed.  For  revival of industrial units, Rs 10 lakh out of which 50 % will be grant, for self employment Rs 5 lakh and 50 % as grant besides waiver of interest accumulated since 1990.  The Central Government would bear the expenditure on account of salary of the 3000 persons offered jobs, Mr Khan maintained.
