JAMMU, Feb 19: Chief Minister Omar Abdullah today said there is no proposal under consideration by the State Government to grant amnesty to any militant and terrorist or any person involved in any heinous crime.
The Chief Minister said this in a written reply to a question of PDP Legislature Party leader Mehbooba Mufti in the State Assembly.
Omar said pursuant to the announcement of amnesty scheme by him in 2011, 230 cases involving 1,811 persons have been identified for withdrawal.
Of these, 228 cases have been withdrawn while proceedings in respect of the remaining two cases are under process, he said.
The Chief Minister said the State Government had registered 1,733 cases involving 9,166 people till date since 2009 in different districts of Kashmir division.
He said the highest number of 738 cases involving 3,175 persons were registered in Srinagar, followed by 256 cases involving 867 persons in Baramulla district, 191 cases involving 940 persons in Anantnag district, 127 cases involving 1,176 persons in Pulwama district, 127 cases involving 779 persons in Bandipora, 87 cases involving 751 persons in Kulgam, 79 cases involving 709 persons in Shopian, 75 cases involving 349 persons in Ganderbal and 53 cases involving 420 persons in Kupwara district.
Omar said that at least 3,217 policemen have been promoted out-of- turn in the State.
“3,217 officers and officials have been promoted out of turn in the State police department on the operational grounds,” Omar informed the Assembly in a written reply to a question of PDP member Abdul Gaffar Sofi.
The details of the particulars of these officers and officials are being collected and will be submitted during the current session of the legislation, he said.
He ruled out the recruitment of constables or engagement of Special Police Officers (SPOs) at the constituency level.
He further said that 227 candidates belonging to district Kulgam have been appointed as constables during last three years and 105 persons have been engaged as SPOs during the same period in the district.
In response to another written question of BJP MLA Jugal Kishore, the Chief Minister said the State Government has forwarded a proposal for enhancement of honorarium of SPOs from Rs 3000 per month to Rs 5000. The proposal, he added, has been submitted to the Union Ministry of Home Affairs.
“The response of the Home Ministry is awaited,” Omar said, adding the State Government has been vigorously pursuing the matter with the Government of India for favourable consideration of the proposal.
Omar informed the House that a total of 24,631 SPOs were working in Police Department. As on February 1, 2014, 8562 SPOs have completed more than 10 years of engagement in the Police Department.
He said the honorarium and other related expenses in respect of SPOs are being reimbursed by the Ministry of Home Affairs under the Security Related Expenditure.
He added that the State Government has formulated a comprehensive policy in 2009 for absorption/conversion of SPOs as constables/followers under which the SPOs working for three years in the Police Department were entitled for 15 per cent reservation in the vacancies of constables/followers on the basis of certain conditions including excellence in counter insurgency operations, excellence in sports etc.
