Probe Panel to fix responsibility for negligence

JAMMU, Mar 20: A grave negligence on part of the J&K Board of School Education (JKBOSE) led to the cancellation of Class 12th examination paper across the Union Territory on Wednesday as the question paper distributed among the students turned out to be of 11th standard.
Taking serious cognizance of wrong distribution of the question paper, Administrative Secretary, School Education Department, Dr Piyush Singla has ordered an inquiry to investigate into the matter and fix responsibility for the negligence.
Chairman JKBOSE, Dr Parikshat Manhas has also constituted a three member committee of Joint Secretaries to look into the negligence and submit a report within seven days.
Earlier, JKBOSE hurriedly ordered cancellation of the annual regular examination of Class 12th for the Physical Education subject soon after the candidates appearing in the exam vociferously raised the issue before their Centre Superintendents who immediately brought the matter into the notice of concerned authorities.
The examination of Physical Education Subject of HSE Part-II, Session Annual Regular 2024 for the Soft Zone areas of UTs of Jammu Kashmir and Ladakh that was held today, has been cancelled and the new date for examination of the said paper shall be notified soon, said Director Academics JKBOSE, Dr Sudhir Singh, adding that a formal notification in this regard has been issued.
Official sources told the Excelsior that this was apparently for the first time in the history of JKBOSE that a wrong question paper was distributed among the candidates across Jammu and Kashmir.
It could not be immediately ascertained whether the mistake took place in setting the question paper or packing of the same. In case the error has occurred in packing, then the packets of class 11th question paper of Physical Education subject, are likely to be containing 12th standard question paper of Physical Education, which had to be distributed today, sources explained.
Pertinent to mention that setting of the question papers and packing of the same is handled by the Central Secrecy Section of the J&K BOSE, which works under the control of Secretary JKBOSE.
Around 20 thousands students were appearing in the Physical Education examination, which was cancelled today following wrong distribution of the question paper. The grave error on the part of concerned authorities resulted in a massive outcry from the students, some of whom reportedly started crying in the examination hall when they found a list of unfamiliar questions in the paper.
On being informed about the out of syllabus question paper, JKBOSE authorities directed all the Superintendents to take back the Answer Scripts along with the question paper of the subject and later issued a formal order for cancellation of the said paper.
Initiating an inquiry into wrong distribution of question paper, the School Education Department has constituted an Inquiry Committee comprising Director School Education Jammu and Director School Education Kashmir.
As per the order in this regard, the committee shall enquire into the incident of wrong distribution of 11th class question paper to the 12th class students appearing in the Board examination on March 20 by J&KBOSE and look into circumstances of the cancellation of the examination.
The committee shall also fix the responsibility for negligence at Supervisory/Administrative level and submit its report to the Administrative Department within seven days.
Chairman JKBOSE, Parikshat Singh Manhas has also constituted a three-member inquiry committee, comprising Joint Secretary (Secrecy) Jammu, Joint Secretary (Secrecy) Kashmir and Joint Secretary General. The committee shall look into the matter and submit the report within seven days.
