JAMMU, Feb 28: Jammu, Kashmir and Ladakh All Departments Clerical Staff Association (ADCSA) has once again appealed the Government to regularize all daily wagers, adhoc, contractual, casual and temporary labourers engaged after January 31, 1994 on fast track basis.
The meeting of the Association, held here today under the chairmanship of its president, Babu Hussain Malik, condemned the State Government for deliberately sitting silent on various issues of the employees despite the fact that Association has already submitted a lot of memorandums to it (Government) for redressal of anomalies in terms of pay scales of Ministerial Cadre employees.
“The State Government under Cabinet decision No 169/21/2011 dated September, 21, 2011 has constituted a Pay Anomalies Committee vide Govt Order No 67 GAD dated January 16, 2012 in terms of the reference to examine the anomalies and disparity with respect to clerical cadre and other categories besides consulting the representatives of employees (clerical cadre)”, the meeting alleged and regretted that till date the Committee failed to hold consultation with the clerical cadre for redressal of their disparities.
The meeting said though the basic qualification for direct recruitment to the post of Junior Assistant has been increased to graduation with Certificate Course in Computer Application along with 35 wpm speed in typing, which was earlier used to be Matric with 35 wpm typing speed, yet the Grade of Junior Assistant is still 3050-4910 despite hard working conditions and responsibilities.
The meeting also highlighted other demands like increasing Medical Allowance to Rs 1000 per month, merger of 50% DA in basic pay and increasing retirement age from 58 to 60 years.
