JAMMU, June 27: The State Government today submitted a three members panel to the Establishment Committee headed by Chief Secretary Madhav Lal for appointment as new Principal of the Government Medical College (GMC) Jammu in place of Dr Rajinder Singh, who is retiring from the services after a distinguished and well applauded career both as a Chest Diseases specialist and the GMC Principal on June 30.
The Government referred to panel to the Establishment Committee after Dr Rajinder Singh submitted in writing that he was not interested in extension of his term as the GMC Principal and left for the United States to avoid any controversy.
Official sources told the Excelsior that the Government has submitted a panel of three senior most doctors of the GMC Jammu to the Establishment Committee for appointment as new Principal of the GMC Jammu.
The three members panel included Dr Aniece Choudhary, HoD ENT Department, Dr Shashi Gupta, HoD Gynecology and Dr Ganshyam Dev Gupta, HoD Radiology. Dr Choudhary was the senior most doctor in the GMC faculty followed by Dr Shashi Gupta and Dr Ganshyam.
The Committee today sought Annual Performance Report (APR) of two more doctors next to seniority of three HoDs. The Medical College administration has submitted two more names including Dr Rakesh Saraf, HoD Radiology and Dr Zahid Gilani, HoD Pharmacology.
Health Secretary, MK Dwivedi, meanwhile, admitted that selection process of the new Principal could take some time and it wouldn’t be possible to name the new Principal by June 30, the retirement date of Dr Rajinder Singh.
“In such a scenario, the charge of the Principal GMC Jammu could be given to the senior most faculty member as had been the case during leave period of Dr Singh’’, Mr Dwivedi said.
Sources said the Establishment Committee headed by the Chief Secretary and comprising Principal Secretary, Finance, Mohammad Iqbal Khandey and Principal Secretary, Planning BB Vyas would be meeting shortly to finalise name of the GMC Principal. However, they added, the Committee could take some time to go into details of the panel and submit the name or names of doctors to the State Government for appointment of new Principal.
Obviously, sources pointed out, the new appointment was not going to be made by June 30 or July 1 when new Principal had to take charge. In such a situation, they said, the Government would be left with a little option but to give charge of the Principal to senior most HoD, who happened to be Dr Aniece Choudhary. Worthwhile to mention that Dr Choudhary used to officiate as the Principal during leave period of Dr Singh.
Sources said Dr Aniece Choudhary has services till April 2013, Dr Shashi Gupta till ending 2014 and Dr Ganshyam Gupta till ending 2015.
They added that the Government had made up its mind for granting extension to Dr Rajinder Singh for a period of one year. Some faculty members had also advocated extension to Dr Singh. However, Dr Singh gave in writing to the Government that he wouldn’t like any extension. He left for the United States applying for leave on the eve of retirement to avoid any controversy.
Sources said Dr Choudhary had served a court notice to the Government opposing extension to Dr Rajinder Singh on the ground that it would block promotion avenues of other faculty members notwithstanding the fact that Dr Singh had himself given in writing that he wouldn’t take any extension.
