JAMMU, Mar 7: Housing and Urban Development Department under the leadership of Minister of Urban Local Bodies and Urban Development Nawang Rigzin Jora and Secretary Satish Nehru has managed to bag the approval of the Central Sanctioning and Monitoring Committee of Ministry of Urban Development, Govt. of India for establishment of Integrated Municipal Solid Waste Management facility under Municipal Solid Waste Rules 2000 at a total cost of Rs. 6952.70 lakh and Rs 9000.00 lakh for Jammu and Srinagar respectively in a record time of 3 months which had been in a state of limbo for over 5 years.
The project implementation has been envisaged on scientific lines by incorporating an inbuilt Service Level Benchmarking mechanism which would gauge the efficacy of the project before and after its implementation as per the laid down parameters which include house hold level coverage of SWM Services, Efficiency for collection of Municipal Solid Waste, Extent of segregation of Municipal Solid Waste, Extent of Municipal Solid Waste recovered, Extent of Scientific disposal of Solid Waste, Efficiency in redressal of Customer Complaint and Cost recovery of SWM services and Efficiency in collection of charges.
The requirement of the total waste generated has been worked out after a detailed survey of waste generated areas in consonance with the guidelines of the Manual on Municipal Solid Waste Management. The requirements of the equipment for the waste collection, storage and transportation have been worked out on the basis of projected population at the end of design year of 5 years.
Integrated Municipal Solid Waste Management Project envisages scientific handling and disposal of generated Solid Waste and comprises of four components viz. Primary and Secondary Collection, Transportation, Segregation and Processing of Solid Waste. Both the projects have been framed as per the JNNURM guidelines.
NGOs/Equipment friendly agencies have appreciated this initiative particularly in context to Jammu City which generates around 250 MT of solid waste every day. The per capita generation rate of Jammu town is 450 gms/cap./day.
The component wise break up of total project cost comprises of Primary Collection Storage and Transportation at a cost of Rs. 1904.16 lakh, Compost Plant at a cost of Rs. 2875.26 lakh, RDF Plant at a cost of Rs. 227.10 lakh, Development of Sanitary Landfill for 5 years at a cost of Rs. 697.16 lakh, Vehicle & Equipment at SLF Site at a cost of Rs. 195.80 lakh, Estimate of Building & Sheds for SLF Site at a cost of Rs. 127.77 lakh, Estimate of Sheds for Compost Plant at a cost of Rs. 428.39 lakh, Site Development Works at a cost of Rs. 220.30 lakh, Miscellaneous items at a cost of Rs. 41.65 lakh, Contingencies @ 3% at a cost of Rs. 201.53 lakh and Administrative Charges @ 0.5% at a cost of Rs. 33.59 lakh.
Proposed Revenue Generation from the project has been pegged at Rs. 1695.03 lakh for the year 2015-2016.
