JAMMU, May 9: Principal Accountant General (A&E), Jammu and Kashmir has ordered that the pay verification of the employees of the UT of Jammu and Kashmir for pensionary benefits, shall be restricted up to a period of two years preceding the date of retirement, except the cases which are covered under SO 129.
The PAG’s order further said that 100 per cent scrutiny of pay and emoluments, right from date of appointment to the date of retirement, shall be discontinued with immediate effect. It said the Principal Accountant General, J&K authorizes pensionary benefits to the employees of the UT of J&K under the provisions as contained in CSR volume I/II.
As per the conditions stipulated under article 242 of J&K CSR Volume-I, the AG is empowered to check pay and emoluments at the time of authorizing pensionary benefits for a period not exceeding 24 months, prior to the date of retirement, except in respect of deleted/ withdrawn SRO 129 of 2022. It further said that 100 % verification of Service books so as to authenticate the pay due right from commencement of service to the date of retirement is not covered by the mandate contained in J&K CSR volume I.
The matter was referred to the headquarters office for advice, which suggested that this office should adhere to the checking of pay and emoluments as per the provisions stipulated in the J&K CSR, along with 100 % check of pay and allowances of cases which are covered under SO-129. The headquarters further intimated that in case of any understanding/ formal arrangement between the Government and AG office regarding the extent and the depth of checking, to be done, the same may have to be accordingly followed, as it could have legal implication.
The order further added that non-adherence of Article 242 of J&K CSR Volume I, and 100 % check of Service books for pay verification extended beyond 24 months in respect of the cases not covered by SO 129, is resulting in court cases.
