JAMMU, June 23: Monthly meeting of Jammu Kashmir Teacher/Master Association (JKTMA) was held here today under the chairmanship of State President Rakesh Singh to discuss the burning issues of Teachers/Masters, particularly re-conversion of Master grade posts from District cadre to Division cadre.
Rakesh Singh expressed his resentment against the decision of authorities to fix seniority of Master grade post on basis of District cadre vacancy irrespective of the fact that said posts of Masters are Divisional cadre posts and all previous DPC seniority lists of Masters were framed at Division level .
He explained that conversion of Master grade posts from Division cadre to District cadre has lot of adverse consequences as different Districts have different cut off dates for Master grade due to different number of vacant posts of Masters because of which in some district where more number of vacant posts of Masters are there, junior got promotion earlier than their seniors which also makes them senior for next cadre of posts of Lecturer /Head masters.
Singh urged to Principal Secretary Alok Kumar to intervene in the matter immediately before adjustment of promotees in list of Master grade in which seniority is fixed on basis of District cadre vacancies. He demanded to re-fix the seniority at Division level by considering single last cut off date at Divisional level as per past practice and reframe the list of DPC again on province level failing which Association will be forced to launch state wide agitation against this.
Rakesh Singh said it is general rule that Teachers posts are district cadre, Master grade posts are Divisional level and Lecturer post are State level till last DPC of Masters.
Association also expressed resentment over reducing the number of Master grade posts as less number of Master grades are promoted due to the fact that SSA post of Headteacher erstwhile Master grade left vacant for release of their salary.
“Posts of Headteachers are to be regularised and converted into Master grades as it will pave the way for DPC of more number of Masters and will also streamline the salary of SSA Headteachers from their own posts,” he explained.
