Secy reviews functioning of CA&PD Deptt

JAMMU, Mar 25: Baseer Ahmed Khan, Secretary to Govt, CA&PD Department, held a meeting today to review the functioning of CA&PD Department including important issues concerning distribution of PDS food grains, sugar, kerosene oil with the Assistant Directors along with Tehsil Supply Officers of Districts of Doda, Kishtwar and Ramban.
During meeting G.S Chib, Director, CA&PD, Jammu presented an overall scenario of the Division with particular reference to the Districts of Doda, Kishtwar and Ramban with regard to availability and distribution of essential commodities like Atta, Rice, Sugar, LPG, market surveillance, end to end computerization and door to door survey being conducted under National Food Security Act, 2013 for identification of eligible households.
The district wise performance of each Assistant Director was evaluated and the Secretary stressed upon all Assistant Directors and Tehsil Supply Officers to render timely accounts on account of sale proceeds of food grains, sugar, remittances on account of sale proceeds of ration cards. It was also directed that those officers or officials in whose case outstanding/recoveries are pending on account of shortages of food grains be directed to deposit the same in one go otherwise the recoveries will be effected under arrears of Land Revenue Act as no one is allowed to retain the Govt. money.
The Secretary directed that end to end computerization which is a time bound exercise needs to be fast tracked so that the same could be implemented in a time bound manner as per the decisions of the Govt.
Assistant Directors were asked to ensure quality of Atta before being further dispatched to the rationees and regular inspections of Mills be carried out to ensure quality of same under PDS. Assistant Directors have been explicitly instructed apart from obtaining utilization certificates of food grains and sugar and kerosene oil from the Panchayati Raj Institutions as is mandatory may also obtain same from a joint team of officers of Revenue, Police and CA&PD. Besides Assistant Directors and Tehsil Supply Officers will regularly conduct inspections of Govt and Private Sale Depots and take strict action against those who have not displayed rate lists and indulged in black marketing.
Concerning supply of LPG in the far flung areas of these Districts, Assistant Directors were directed to personally monitor the supply system through home or point delivery as the case may be. Besides, Assistant Directors have further been directed to identify the new LPG locations for distributorship under RGGLV scheme after taking into account the necessity and the demand from public representatives. The officers/officials who have mature stay may be shifted after regular intervals so that vested interest may not creep in.
