Panels formed for implementation of Act against manual scavenging

JAMMU, July 9: For implementation of the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, in Jammu and Kashmir, the Union Territory Government today ordered constitution of committees at various levels.
These include Union Territory Level Monitoring Committee, district Level Vigilance Committees and Sub-Divisional Level Vigilance Committees.
Headed by Advisor to the Lt Governor, the UT Level Monitoring Committee shall monitor and advise the UT Government and local authorities for effective implementation of the Act. It shall co-ordinate the functions of all concerned agencies and look into any other matter incidental thereto, or connected therewith, for implementation of the Act.
The committee shall meet at-least once in every six months and observe such rules of procedure in regard to the transaction of business at its meetings as may be prescribed.
The District Level Vigilance Committees and the Sub-Divisional Level Vigilance Committees will be headed by the concerned District Magistrate and SDM, respectively.
These committees shall advise the District Magistrate/SDM on the action which needs to be taken to ensure that the provisions of this Act or of any other rule made there under are properly implemented.
These vigilance committees shall oversee the economic and social rehabilitation of manual scavengers and co-ordinate the functions of all concerned agencies with a view to channelize adequate credit for the rehabilitation of manual scavengers.
These committees shall also monitor the registration of offences under this Act and meet at least once in every three months.
