Justice Tashi appointed Acting CJ J&K & Ladakh HC

JAMMU, July 16: President of India today appointed Justice N Kotiswar Singh, Chief Justice High Court of J&K and Ladakh and Justice R Mahadevan, Judge Madras High Court as Judges of the Supreme Court of India. Further, Justice Tashi Rabstan has been appointed as Acting Chief Justice of High Court of J&K and Ladakh.

Three separate notifications in this regard have been issued by Department of Justice, Union Ministry of Law and Justice.
“In exercise of the powers conferred by Clause (2) of Article 124 of the Constitution of India, the President appoints Justice N Kotiswar Singh, Chief Justice High Court of Jammu & Kashmir and Ladakh to be a Judge of the Supreme Court of India with effect from the date he assumes charge of his office”, read a notification.
Similarly, another notification read: “In exercise of the powers conferred by Clause (2) of Article 124 of the Constitution of India, the President appoints Justice R Mahadevan, Judge Madras High Court to be a Judge of the Supreme Court of India”.
Meanwhile, in exercise of the powers conferred by Article 223 of the Constitution of India, the President has appointed Justice Tashi Rabstan, Judge of the J&K and Ladakh High Court, to perform the duties of the office of Chief Justice of that High Court consequent upon elevation of Justice N Kotiswar Singh as Judge of the Supreme Court of India.
Justice N Kotiswar Singh was appointed as Chief Justice of the High Court of Jammu & Kashmir and Ladakh on 12th of February, 2023. He was designated as a Senior Advocate in 2008 and served as the Advocate General of the State of Manipur from November 2007 till his appointment as a Judge of the Gauhati High Court in November 2012.
He was appointed as a Judge of the Manipur High Court upon its creation with effect from 23rd March, 2013. Later on, in 2017 he was appointed to perform the duties of the office of Chief Justice of the High Court of Manipur. On transfer to Gauhati High Court, Justice Kotiswar assumed charge as a Judge, Gauhati High Court on 11.10.2018.
Born on 10.06.1963 at Chennai, Justice R Mahadevan completed Law Degree from Madras Law College and was enrolled in the year 1989. He practiced in civil, criminal and writ sides with specialization in indirect taxes, customs and Central Excise matters for a period of 25 years. He served as an Additional Government Pleader (Taxes) for the Government of Tamil Nadu, as Additional Central Government Standing Counsel and Senior Panel Counsel for the Government of India at Madras High Court and conducted more than 9000 cases. He was elevated as a Judge of the Madras High Court in the year 2013.
Justice Tashi Rabstan did his Graduation and LL.B from University of Jammu and he was enrolled as an Advocate on 6th March 1990 in Bar Council of Jammu and Kashmir and started practicing in the High Court of Jammu and Kashmir & various other High Courts on Arbitrations, Constitution, Service, Election, Civil and Criminal matters.
Experienced in researching intent of laws and judicial decisions & apply law to clients’ circumstances, he remained Standing Counsel for Ladakh Autonomous Hill Development Council, Leh from 1997 till 2005 and was appointed as Additional Central Government Standing Counsel. He was appointed as Additional Judge of the High Court of Jammu and Kashmir on 7th March, 2013 and Permanent Judge of High Court of Jammu and Kashmir on 16.05.2014.
Earlier also he remained Acting Chief Justice of the High Court of Jammu & Kashmir and Ladakh.
Meanwhile, a full court farewell reference was held to bid farewell to Justice N Kotiswar Singh, Chief Justice, on his appointment as Judge of Supreme Court of India.
Justice Tashi Rabstan, Justice Atul Sreedharan, Justice Sanjeev Kumar, Justice Sindhu Sharma, Justice Rajnesh Oswal, Justice Vinod Chatterji Koul, Justice Sanjay Dhar, Justice Puneet Gupta, Justice Javed Iqbal Wani, Justice Mohd. Akram Chowdhary, Justice Rahul Bharti, Justice Moksha Khajuria Kazmi, Justice Wasim Sadiq Nargal, Justice Rajesh Sekhri and Justice Mohammad Yousuf Wani were present on the occasion.
D.C Raina, Advocate General; Deputy Solicitor General of India; Chandraker Bharti, Principal Secretary Home; R.R Swain, Director General of Police; Vijay Kumar Bidhuri, Divisional Commissioner Kashmir; Sr. Additional Advocate General, Principal District and Sessions Judge, Srinagar; Senior Advocates and other members of the Bar, Deputy Commissioner, Srinagar, staff including officers of Registry of the High Court besides Civil and Police officers were also present on the occasion.
Advocate General, in his farewell address, described Justice N Kotiswar Singh a gentleman par excellence and lauded him for dedication and commitment to his professional responsibilities.
Justice N Kotiswar Singh, in his address, thanked everyone including Judges of High Court of J&K and Ladakh, officers of the Registry and Judicial Officers for their undaunted professional commitment and the support extended to him during his tenure. He said that no Judge can dispense real justice without the cooperation from the Bar and the High Court of Jammu and Kashmir & Ladakh is full of young and energetic lawyers. He emphasised upon the young lawyers to display patience and work hard to ensure success in their noble profession.
