SRINAGAR, July 19: The National Health Mission (NHM), J&K, has clarified that no student is paid allowances under the District Residency Program (DRP) individually.
This clarification came after Post Graduate students from SKIMS and GMCs, who were deputed to various districts including Kulgam for three months under the DRP, raised concerns about the non-payment of allowances for accommodation and food.
The NHM stated that District Hospitals make the necessary arrangements after observing codal formalities, and reimbursement by the NHM, J&K, occurs after bills are raised based on actuals.
“No student is paid individually for the same. The matter stands clarified clearly through an earlier communication. In case of any grievance, the candidates need to approach the grievance committees of the respective institutions, i.e., SKIMS and GMCs, constituted in the concerned institution for this purpose, NHM said.”
The students had raised concerns against the authorities of district Kulgam for not providing them with the allowances they are entitled to and also alleged that they were even “denied” accommodation.
“They are not entitled to any cash amount in this regard, and this has been made clear by the authorities. We offered them accommodation along with other amenities, including food, but they were not willing to stay,” said Dr. Gulzar Dar, Medical Superintendent, District Hospital Kulgam.
As per the guidelines, officials stated that the Department had to provide accommodation, which was made available to DRPs. “Any payment to the DRP in lieu of unavailed available accommodation is not allowed.”
