JAMMU, July 23: Working president of Bhartiya Dalit Sahitya Akademy (BDSA) J&K and former Chief Secretary, BR Kundal today said that government must appoint Vice Chairman of the SC Development Advisory Board with out any more delay and increase the existing incoming ceiling of Rs 20,000 per month in case of SC students for providing them scholarships.

Talking to media persons here today, BDSA working president said the income criteria to make Scheduled Caste students eligible to get Pre-Metric and Post-Metric Scholarship needs upward revision as the present ceiling of Rs 2.50 lakhs per annum (Rs 20,833 per month) is too low. Majority of the students are deprived of scholarship facility and so aim of Universalisation of education gets defeated. Relook is also required to include all educational Institutions, private or government for availing of this basic facility, he added.
Kundal said that Government must appoint Vice Chairman of the SC Development Advisory Board so as to make it early functional. He said the recruitment of the SC candidates in services and their subsequent promotions as per the Roster point system of the Reservation Rules in vogue need to be followed strictly. Accountability of defaulting government officials need be fixed and monitored at the level of the Chief Secretary.
He claimed that all the Displaced Persons (Refugees) have got the occupancy rights of the Evacuee Property under their Occupation under the provisions of the Section 3A of the Agrarian Reforms Act 1976.Displaced persons have full rights to alienate the said property for bonafide use. But unfortunately, the local allottees remained only allottees, who cannot alienate, mortgage, the property nor can transfer to another person. This anomaly needs to be removed.
Kundal pleaded for strict enforcement of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act,1989, as amended by the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Amendment, Act, 2015 (1 of 2016) specifies offences of atrocities against members of Scheduled Castes and Scheduled Tribes by a person /persons not being members of these castes, but belong to the higher castes. He demanded reservation to SCs in all residential-colonies, commercial-plots or commercial buildings, residential houses, wherein Govt funding, directly or indirectly is involved.
