United Forum of OBCs demands 27% reservation

JAMMU, July 30: Alleging dilution of the existing quota of the Other Backward Classes in the Union Territory of Jammu and Kashmir by the present dispensation, United Forum of the OBCs today reiterated its demand for the implementation of Mandal Commission report, granting 27% reservation to their community in J&K.
In a representation submitted to the visiting Chairman of National Commission for Backward Classes (NCBC), Hansraj Gangaram Ahir at Srinagar today, the United Forum leaders from various OBC organisations including All J&K OBC Welfare Forum, All J&K OBC Mahasabha, All India Backward Classes Federation, Backward Classes Union (Rajouri-Poonch), demanded that J&K Government has failed to provide 27 % reservation to the OBCs as per the recommendations of the Mandal Commission report.
The leaders of United Forum further alleged that the reservation of the OBCs has been diluted in the UT of J&K due to the inclusion of some other castes which were not identified by the Mandal Commission.
They pointed out that JKUT Administrative Council’s decision dated June 7, 2024 to establish the “Jammu and Kashmir Local Bodies Dedicated Backward Classes Commission,” has yet to see the effective execution. The Commission’s name and office have not been made public, suggesting that JKUT Administration may be engaging the mere procedural formalities rather than addressing OBCs’ grievances. Moreover, the claim of the Government that about 62 % of the OBC population was covered in less than 24 hours or two working days, raises serious concern and the accuracy and validity of this population count.
Meanwhile, BJP OBC Morcha delegation led by its president Sunil Prajapati also called on the NCBC Chairman at Srinagar and submitted a memorandum raising issues of the OBCs in the Jammu and Kashmir. He demanded to abolish the condition of creamy layer for issuance of the certificate to the OBC children as done in the case of SCs and STs. Secretary SWD Sheetal Nanda and Commissioner/ Secretary GAD Sanjeev Verma were also present on the occasion.
Prominent among those who joined the United Forum’s delegation to NCBC Chairman included-Ghulam Hassan Sheer, Bansi Lal Choudhary, K L Basotra, M L Pawar, Mohd Shabir, Kewel Fotra, Gian Chand, M L Tidyal and Shashi Verma.
