Ladakh constitutes Civil Services Board for transfers of officers

LEH, Aug 13: In pursuance of the directions of Supreme Court, the Administration of Union Territory of Ladakh has accorded sanction to constitute a Civil Services Board to decide upon the transfers, postings and matters incidental to IAS, IPS, IFS, JKAS, JKPS, others Central Services officers and HoDs.
The Civil Services Board, headed by Advisor to Lt Governor of Ladakh, shall make recommendations to the Competent Authority (Lt Governor of Ladakh UT) on postings in respect of All India Service Officers; transfers and postings of JKAS, JKPS, JKFS and other officers deputed from J&K and Heads of Department who do not belong to the administrative services.
While making recommendations, the requirement of a minimum tenure of service as prescribed by the Administration of UT of Ladakh, shall be kept in view by the Board. However, it may consider transfer of Officers before the fixed tenure fixed, based on the necessity and circumstances.
The Civil Services Board may recommend the names of Officers to the Competent Authority for transfer before completion of minimum tenure with reasons to be recorded in writing.
The proposals for transfer and postings of All India Services and Officers from the UT of Jammu & Kashmir shall be referred to the Board by the General Administration Department and upon receipt of such proposals from the Home Department and Forest, Ecology and Environment Department in respect of Police and Forest Services)
In respect of other category of Officers, the proposal shall be referred by the Administrative Secretaries concerned through General Administration Department.
The Civil Services Board shall consider the report of the Administrative Secretary / Department along with any other inputs it may have from other reliable sources. It may take into consideration the comments or views of the Officer proposed to be transferred regarding the circumstances presented to it in justification of the proposal or shall satisfy itself regarding the inevitability of the premature transfer before making a recommendation to the Competent Authority based on clear findings.
The Competent Authority may over-rule the recommendations of the Civil Services Board, by recording reasons in writing.
The Civil Services Board shall comprise Principal Secretary in the Administration of UT of Ladakh, Administrative Secretary, Home Department, UT of Ladakh, Addl DGP Ladakh, Administrative Secy Forest, Ladakh, Addl Principal Chief Conservator of Forest as Members and Admn Secy GAD as Member Secretary.
