Govt forms committee for implementation of JKCIP

JAMMU, Sept 13: For implementation of the competitiveness improvement agriculture and allied sector projects in Jammu and Kashmir (JKCIP), the Union Territory Government today constituted different committees.
These include Central Apex Committee, Empowered Committee, Union Territory Level Executive Committee and District Level Committee.
The Central Apex Committee, headed by Lt Governor of J&K, shall extend strategic support for programme implementation and ensure overall monitoring of the progress of JKCIP. It shall approve the projects along with operational guidelines based on sectoral needs.
Empowered committee, headed by the Chief Secretary, shall approved re-appropriate of funds and necessary revisions to sub-components during the course of implementation of JKCIP based on field situation, requirements and feedback from implementing agencies so as to remove difficulties in the implementation of JKCIP.
It shall improve annual action plan indicating physical and financial targets including anticipated outcomes of the year under the JKCIP, based on the progress of proceeding year’s pipeline proposals, annual budgetary allocation, etc.
UT Level Executive Committee, headed by Administrative Secretary, Agriculture Production Department, shall implement and monitor the projects besides furnishing their progress on a quarterly basis. It shall undertake outreach of the scheme and maintain liaison with the respective banks for monitoring the funds flow to the beneficiaries.
District Level Committees will be headed by the District Magistrate concerned and comprising District Heads of Line Departments such as Agriculture, Horticulture, Animal Husbandry, Sheep Husbandry, Sericulture, fisheries, Forest, SKUAST, HPM, HPMC, etc as Members.
It shall implement the JKCIP at the district level, including its supervision and monitoring.
