JKADCSA demands implementation of CAT judgment on pay anomaly

JAMMU, Oct 13: Jammu and Kashmir All Department Clerical Staff Association (JKADCSA) has demanded implementation of recent CAT judgment on pay anomaly of clerical cadre in J&K.
Addressing a press conference here today along with senior leaders Yashpal Sharma, Bharat Bushan Sharma, Arun Sharma, Munish Sharma and other key representatives, JKADCSA president Babu Hussain Malik, said that Central Administrative Tribunal (CAT) recently passed a landmark judgment concerning the retrospective effect of pay scale upgradations for the clerical cadre.
“The CAT judgment, issued on October 4, 2024 (TA Number 861 of 2020), directs that the retrospective effect of the pay scale revisions be applicable from January 1, 1996, with monetary benefits from February 19, 2003. This ruling aligns the clerical cadre’s pay structure with that of other departments such as Accounts Cadre, Animal/Sheep Husbandry, Patwaris, and Section Officers,” he added.
Malik said that the existing pay anomaly for the clerical cadre, addressed by SRO 333 dated August 2, 2018, only provided prospective effect from that date; however, the CAT has now quashed this provision, ensuring that the retrospective effect applies in line with other cadres.
In a unified voice, the Association representatives called upon the J&K Government to implement the CAT’s decision without delay. They also appealed the Lieutenant Governor Manoj Sinha and upcoming chief minister Omar Abdullah to personally intervene and address the longstanding issue of pay disparity in the clerical cadre.
Malik urged clerical employees to unite and continue their struggle for due rights until the pay anomaly is fully resolved.
