JAMMU, Nov 3: Displaced Kashmiri Pandits today demanded framing of a Committee in all the districts for fast track implementation of Migrant Distress Sale Act and speedy proceeding of complaints of hapless migrants whose land and other property has been grabbed or encroached by the unscrupulous elements in Kashmir valley.
In a statement issued here, today Vinod Pandita and Vishal Jyotshi the socio political activists expressed their serious concern over failure of the Government in the implementation of Distress Sale Act 1997 of migrants immovable property in Kashmir and alleged that the Revenue officials in various parts of Valley are in league with the mafia who have either encroached the migrants land or the land of their religious places.
They said despite the Act being in vogue since 1997 but it failed to give justice to the displaced people from Valley in protecting their immovable property as authorities failed to implement the law in letter and spirit in this regard.
Both Vinod Pandita and Vishal Jyotshi while demanding the immediate intervention of Prime Minister, Narendra Modi and Lt Governor J&K, Manoj Sinha in the matter appealed them that a Committee be immediately framed in every district comprising of Relief & Rehabilitation Commissioner J&K , two members from Kashmiri Pandit community , concerned tehsildars as its members with concerned Dy. Commissioner of respective district as its head for revival of Distress Sale Act of 1997 and fast track delivery of justice to the complainants who are running from pillar to post for want of disposal of their land grievances in the respective areas of Kashmir valley.
They alleged that the immovable Migrant Property Act 1997 which was enacted and brought to preserve, protect and restore the illegally occupied land, shrines and temples from the encroachers and land mafia under the custodianship of concerned Deputy Commissioners have badly failed in discharging their assigned duties under this law. The countless migrants are presently running from pillar to post in Valley for want of disposal of their grievances and removal of illegal encroachments on their lands but all in vain due to the negligence, favouritism and malpractices at the tehsil level as well non- functioning of migrant grievances portal which is a matter of serious concern and worry for the community.
