HC concerned over water quality of Dal lake

SRINAGAR, Nov 6: The High Court has expressed serious concern over the deteriorating position of water quality of Dal lake and directed the Lakes & Conservation Management Authority (LCMA) to apprise the court without any fail about the test conducted to the water of the lake on next date of hearing.
The Division Bench of Justice Atul Sreedharan after hearing the Amicus Curiae to the PIL and senior counsel Z A Shah who has taken the attention of the court through various orders passed in the past. The court after perusal of these orders observed that it reflects its grave concern and non-compliance by the LCMA with previous orders of the court.
“The need to read and appreciate these orders are essential to understand the meandering course that the case was taken till date over a period of 22 years. The same would continue on the next date of hearing, but by way of direction, we deem it essential to direct the respondents to place before this court on the next date of hearing without fail the reports of the test conducted by the Pollution Control Committee pertaining to the water of Dal lake from the past six months”, the bench directed.
The court said that the report of PCC must provide with the current value of the state of water of the Dal lake, the permissible limits of the various constituents and a brief opinion expressing whether values are within standard or below standard.
The court further clarified that the said report must reach the office of the Advocate General one week before the date of hearing with advance copy to be served upon the learned Amicus Curiae, which shall be the responsibility of the Advocate General’s Office.
The bench while hearing the PIL on preservation and conservation of the Dal lake identified certain specific issues of the lake which include its cleanliness, flow of sewage and liquid waste, Solid Waste Management in and around the lake sought the report of PCC by next date of hearing positively.
While acknowledging the significance of all these issues, the Court deemed it appropriate to prioritize issues of Flow of sewage and liquid waste in the Dal and Solid Waste Management in and around Dal lake.
