Can now avail customs duty exemptions

SRINAGAR, Nov 20: Sher-e-Kashmir Institute of Medical Sciences (SKIMS), Soura has been granted Department of Scientific and Industrial Research (DSIR) registration for Research and Development (R&D) activities.
The registration, valid until 2027, will, according to officials, enhance SKIMS’s R&D initiatives and contribute significantly to the scientific community.
As a result of the registration-which was applied for in February this year-SKIMS can now avail Customs Duty exemptions under Notification No. 42/2022 dated 13.07.2022 and Notification No. 38/2024 dated 23.07.2024. These exemptions will be used exclusively for research purposes.
As per details, the registration is subject to several terms and conditions. One of these requires the institution to maintain a broad-based Research Advisory Committee (RAC) that convenes regularly to approve, guide, and monitor ongoing and future research projects.
Additionally, SKIMS must allocate a separate budget for research, while the institution is required to use the duty exemption facility strictly for research purposes, as outlined in the notifications.
Non-research requirements, such as those related to service activities, teaching, training, and patient care, cannot benefit from this facility, details state, adding that the responsibility of ensuring that the duty exemption is utilized solely for research lies with the institution.
It has been emphasized that SKIMS must include a chapter in its Annual Report detailing its R&D activities, which should cover ongoing research projects, achievements during the year, publications, patents (if any), R&D income and expenditure, and other related details.
The Annual Report should also include information on papers published, patents obtained, processes developed, new products introduced, awards and prizes received, and a copy of the latest report.
Prof. (Dr.) Mohd Ashraf Ganie, Director of SKIMS, expressed his delight at the DSIR registration, emphasizing that it solidifies the institute’s position as a key player in research and development.
“Our researchers, faculty, and staff continue to push the boundaries of scientific knowledge and technological advancements. Our vision is to provide world-class healthcare while promoting groundbreaking research,” he said.
The registration entitles SKIMS to avail Customs Duty exemptions on the purchase of equipment, instruments, spares, and consumables used for R&D, subject to relevant Government policies in effect at the time.
In cases of disposal or sale of R&D equipment, clearance from customs authorities will be required under the applicable notification.
Further, the certificate of registration, however, is not valid for activities defined as ‘hospital’ services under Notification No. 51/96 Customs dated 23.07.1996 issued by the Department of Revenue.
Officials stated that the registration will enable SKIMS to collaborate with various stakeholders in scientific and industrial sectors, thereby contributing meaningfully to India’s vision of innovation and self-reliance.
