Aspirants allege misinterpretation of reserve list rule by PSC

SRINAGAR, Nov 29: Civil services aspirants today demanded clarity, alleging a misinterpretation of the reserve list rule as a “waiting list” by the J&K Public Service Commission (JKPSC).
The aspirants, who said they have been trying to get a response from authorities, claimed that the JKPSC is not implementing the reserve list rule due to its ‘misinterpretation’ as a waiting list.
The Commission, the aspirants alleged, has failed to implement the Reserve List provision introduced under S.O. 61, dated February 23, 2021, in the Jammu and Kashmir Combined Competitive Examination (JKCCE) Rules, 2018.
“We have, over time, submitted multiple representations to the Commission seeking clarification on the matter,” the delegation said.
However, the aspirants said the Commission “is yet to budge, putting the careers of thousands of aspirants at stake.”
“The lackadaisical approach by the authorities has raised concerns over transparency and efficiency in the selection process,” they added.
The reserve list rule, the aspirants noted, mandates that the JKPSC maintain a supplementary list of candidates ranked just below the last recommended in each category.
“Unlike a waiting list, which serves as a secondary pool for unfilled positions, the reserve list addresses vacancies caused by category movements during service allocation, ensuring fair and merit-based selections.”
The aspirants said that the JKPSC has consistently treated the reserve list as a waiting list, a stance they claimed is explicitly contradicted by the General Administration Department (GAD).
“Through a recent order (number 1826-JK(GAD) of 2024 dated 24-10-2024), the JKGAD clarified that there is no provision for a waiting list in the JKCCE 2018 rules, which firmly highlights the Commission’s failure to operationalize the reserve list rule,” they said.
“This misinterpretation of the rule undermines the very purpose of the Reserve List,” an aspirant said.
The issue was raised by the aspirants last year as well. At that time, the Secretary of JKPSC told ‘Excelsior’ that the rules would be followed in letter and spirit.
