Govt likely to terminate contract with GVR on Jammu Airport expansion

JAMMU, May 11: Taking serious notice of unnecessary delay in completion of construction work and slow pace in progress on modernization and expansion of Jammu Airport, the State Government is contemplating to terminate the contract with the executing agency, which has been allotted the project.
The Department of PWD(R&B) is learnt to have served final notice to the multinational GVR Infra Projects Ltd to submit the PERT (Project Evaluation & Review Technique) Analysis Chart for completion of work by May 15 or face termination of the original contract, official sources informed the Excelsior.
`There was left no option but to initiate for fresh tenders by recommending termination of the original contract if you (GVR Infra) fail to submit the PERT Chart before the mentioned period and ensure the multiplication in progress of work,’ the R&B warns in its final notice served to the executing agency last Monday.
Pertinent to mention that the multinational GVR Infra Projects Ltd was allotted the Jammu Airport project for modernization and expansion in 2012 for construction of aircraft hanger, annex building along with VIP lounge and compound wall. Plumbing, fire fighting, electric works and finishing works are also included in the job worth Rs 29 crore.
However, despite series of notices and reminders served to GVR Infra by the State Government for accelerating the pace of work allotted to it, the firm  did not respond positively leading to expiry of original date of completion of the project that was July-August 2013, informed Executive Engineer PWD (R&B) Mohammad Abdullah.
During a recent meeting with the Chief Engineer R&B Department, Jammu, the GVR Infra requested not to process the case of termination till first week of May and had promised  to submit the PERT Chart besides manifold multiplying the pace of progress in all the activities simultaneously.
Even as the Chief Engineer R&B ordered recording of progress on daily basis following the meeting, no concrete efforts by the firm were visible again, sources disclosed. During site visit by Superintending Engineer R&B, Jammu-Kathua Circle, the representative of GVR, Satyam Babu requested to give one week’s time for management of sufficient men, material and machinery for accelerating the pace of progress but no action was in progress till date.
Thereafter, sources said, a final notice was served to the GVR Infra on May 5, 2014 for accelerating the pace of progress of work to achieve the new targeted date of completion and also submit PERT Chart.
“You are hereby served the final notice to accelerate the pace of work and also submit the PERT Analysis Chart for completion of work failing which it may be presumed that you are not interested to complete the job’, the notice says adding that taking into account the period of completion before October 2014, the quantum of balance work is being burdened and time of completion is shrinking.
Before this, sources said that GVR was earlier served several notices by the Government for accelerating the pace of progress on work. The first notice vide letter 1557-50 was served on June 10, 2013, which was followed by similar notices vide number 3257 dated 20-8-2013, number 825-28 dated 10-03-2014, number 8585-88 dated 24-03-2014 and  number 152-55 dated 17-4-2014.
“As the final notice has been served and if GVR fails to submit PERT Analysis Chart by May 15, the Government will terminate the original contract and initiate fresh tenders for the job work,” said Hamid Sheikh, Chief Engineer PWD (R&B) Jammu.
