Cabinet scraps new employment policy

SRINAGAR, May 21: In a significant move to ensure the benefit to thousands of un-employed youth of the State, the State Cabinet, which met here today under the chairmanship of Chief Minister, Omar Abdullah, approved the scraping of the recruitment policy under which the basic stipend (fixed salary grades) was to be provided to the persons employed in various Government departments for first five years.
The Chief Minister while responding to the popular demand of the youth of the State initiated this move, which would ensure that the benefits of employment under various Government services is provided to them.
The Cabinet also directed the Finance Department to work out proposals relating to revocation of fixed salary mode and the restoration of pre-existing mode for Class-III, Class-IV and other Non-Gazetted categories of staff in the Government and other terms and conditions of employment.
It is pertinent to mention that there was a wide spread apprehension among the youth of the State that the policy would be detrimental to interests both monetarily as well as progression of careers of those intending to join Government sector which forms one of the biggest employment provider in the State.
Meanwhile, the Cabinet approved creation of 208 posts of different categories for organization set up of RMSA at State and district level and creation of 71 posts in various categories for the State Vigilance Commission.
The Cabinet gave nod to the adoption of Defined Pension Rules in respect of the employees of SKICC authorizing the Director SKICC to sanction pensions and other retirement benefits to the eligible employees of the SKICC. The financial burden on account of pension will be borne by the SKICC out of its internal resources.
The Defined Benefit Pension Rules will be applicable to the employees of SKICC retiring on or after 01.01.2014. However, all the appointments made in SKICC on or after 01.01.2010 will be governed by the New Pension Scheme Rules.
The Cabinet also approved opening up of 7 new private BEd Colleges as recommended by the University of Kashmir, subject to corresponding reduction in the overall intake capacity of B Ed seats in Kashmir division.
Transfer of Community Information Centres (CICs) along with assets and liabilities to the Department of Rural Development and Panchayati Raj from Information Technology Department also received the approval of Cabinet, which directed the Rural Development Department to work out proposals for the regularization of the staff recruited under the programme.
The CICs set up under the erstwhile scheme of Government of India will be used for facilitating MIS of various schemes for Rural Development and Panchayati Raj Department, operationalization of Model Accounting System prescribed by Union Ministry of Finance for the Local Bodies. Besides the CICs will also be used for accommodating point of presence of state wise area network to disseminate computer literacy, information and services among rural masses and work as Panchayat Data Centres.
Meanwhile, as reported exclusively by EXCELSIOR, Cabinet accorded sanction to the promotion of five Special Scale KAS officers to the Super Time Scale. These officers are Kuldip Lal Khajuria, Kamla Devi, Ali Raza, Bashir Ahmad Bhat and Anil Sharma.
The Cabinet further gave nod to the promotion of 39 officers to the Time Scale of KAS. These officers are Afsan Masood and Mohammad Hussain (Information Department), Zaffar Shawal, Devinder Paul, Abdul Hamid Zargar, Ghulam Ahmad Mala, Rajive Magotra, Mohd Syed Khan, Paramjeet Singh, Inderjeet Singh and Sushil Kesar (Revenue Department), Sumira Shamim, Devinder Singh Bhau, Dr Arvind Karwani, Neelam Khajuria, Fayaz Ahmad Fayaz, Ghulam Qadir Wani, Viveik Puri, Jalal-ud-Din Ganie and Rohit Sharma (Rural Development Department), Tabasum Shafat Kamili, Harbans Lal, Syed Shabir Ahmad, Deepika Rana, Mohd Ashraf Sheikh, Dr Khalid Hussain Malik, Ansuya Jamwal, Satish Kumar, Anil Sharma, Reyaz Ahmad Shah, Dr Zakir Hussain, Prem Singh, Mohd Ashraf and Sachin Jamwal (Social Welfare Department), Vinakshi Koul (Tourism Department) and Amreet Singh, Mohammad Shafi Dar and Ravi Mohan Khajuria (Secretariat-II Services).
The Cabinet also approved placement of Incharge Superintendent Engineers (Electric) Som Raj Sharma and Har Mohan Singh as Incharge Chief Engineers (Electric).
