Govt directs all Deptts to submit lists by June end

JAMMU, June 9: In a ray of hope for thousands of workers engaged as casual, temporary and need base labourers in various Government Departments, the State Government today issued an official directive to all Government Departments asking them to submit detailed list of the workers by the end of this month to Finance Minister Abdul Rahim Rather, who heads the Cabinet Sub Committee (CSC) on regularization of workers.
The General Administration Department (GAD) has issued an order to this effect after receiving a directive from Chief Secretary Mohammad Iqbal Khandey.
The Chief Secretary had issued the order on the basis of the Cabinet decision taken on June 3.
The Government order has directed all Departments to submit the lists of casual, temporary and need base workers engaged by them after January 31, 1994 to enable the CSC headed by Rather prepared a policy on their regularization.
All Government Departments have been asked to submit the lists by the end of June 2014 positively.
“Any delay by the Government Departments in submitting the lists would be viewed seriously,” the order said.
The Cabinet meeting had on June 3 decided that the casual, need based and temporary workers engaged by various Departments could be regularized in three phased. The first phase would include the workers engaged from 1994 to 2005, the second phase would take the workers of 2005 to 2009 and in the third phase, the workers hired from 2009 to 2013 could be regularized.
Based on the Cabinet decision, the Government has issued the order seeking lists of all casual, need based and temporary workers engaged by the Departments for regularization phase wise.
However, sources clarified that a final decision on regularization of the staff would depend on the decision taken by Cabinet Sub Committee headed by the Finance Minister, which would come out with a comprehensive and concrete policy on regularization of the workers.
Pending regularization, sources said, the Government could issue a directive to all the Departments to release wages every month in favour of the casual, temporary and need based workers engaged by them. However, for the purpose, the Government had to provide budgetary support to the Departments.
Meanwhile, the Government today constituted a high level committee headed by Chief Secretary Mohammad Iqbal Khandey to examine demand of the employees submitted in the form of a memorandum to Chief Minister Omar Abdullah recently.
The Committee comprised Principal Secretary, Planning and Development Department BR Sharma, Principal Secretary, Finance Department and to Chief Minister BB Vyas and Secretary General Administration Department as Members.
The Committee has been asked to submit its report shortly.
