Double sittings for grants of two Ministers

JAMMU, Mar 17: The Business Advisory Committee (BAC) of the Legislative Assembly has decided to transact business in two sittings on March 17, 22 and 24 and advanced adjournment of the House from April 11 to April 9.

The BAC report was tabled in the Legislative Assembly today during Zero Hour by National Conference chief whip Mubarak Gul and it was unanimously adopted by the House.
The BAC met on Saturday under the chairmanship of Assembly Speaker Abdul Rahim Rather and took certain decisions on transaction of business.
When the report was adopted, some of the BJP MLAs complained that they have not received copy of the report. The Speaker, however, assured them that they will get copy of the report.
As per the report, the Assembly session which was scheduled to last till April 11, will now adjourn sine die on April 9. While April 10 is a holiday, the business of April 11 (Government business, if any) has been listed on March 25. However, the Government business, which is generally the bills, is yet to be tabled in the Assembly.
On March 25, the budget of Jammu and Kashmir is listed for passing in form of the Appropriation bill. Now, the Government business, if any, will also be taken up on March 25 after which the Assembly will have 12 days break in view of Eid festival and Navratras.
The Assembly will then meet on April 7, 8 and 9 before being adjourned sine die.
The BAC also decided that grants of the Ministers scheduled for March 17, 22 and 24 will be taken up for debate and passing in double sittings. Accordingly, the grants of Minister Satish Sharma’s Departments were taken up in two sittings today.
However, the grants of Chief Minister Omar Abdullah’s departments which have been scheduled to last three days on March 18, 19 and 20 will be debated in single sitting. The Chief Minister will reply to the debate on grants of his departments on March 20.
Besides the Chief Minister, the grants of Ministers Javaid Dar and Javed Rana are pending. The grants of Deputy Chief Minister Surinder Choudhary and Cabinet Ministers Sakina Itoo and Satish Sharma have been passed by the House.
“The written reply to demands for grants, if read out by the Ministers, shall be circulated among all Members of the House,” the Business Advisory Committee decided.
In the BAC meeting, Speaker Abdul Rahim Rather impressed upon the party leaders/chief whips to issue directions to their party legislators to maintain discipline and decorum in the House.
The revised calendar has also been approved by the BAC.
The private members’ resolutions will be taken up on April 7 and 9 while private members’ bills have been listed on April 8.
