HC constitutes lawyers team to assess condition of hospitals

Srinagar June 13: High Court today directed constitution of team of lawyers to visit the Psychiatric Hospital, Leper Home and Chest Diseases Hospital in Srinagar city to assess the deficiencies in these hospitals and suggest remedies.
The Division Bench comprising Chief Justice M M Kumar and Justice MH Attar directed Senior Additional Advocate General Javed Kawoosa and Senior Advocate R A Jan who is amicus to the PIL to visit the Leper Home, Psychiatric Disease Hospital and CD Hospital and prepare a composite report indicating deficiencies prevailing in the hospitals and suggest the remedy of situation on ground.
The direction was passed after the perusal of visiting reports filed by Advocate Kawoos and Advocate Javed Iqbal who were earlier directed by the court to visit the hospitals. Their reports reveal certain deficiencies and difficulties prevailing in both psychiatric Hospital and Leper home.
Court on perusal of the visiting reports said that there some other difficulties which have been pointed out in the reports.
“Keeping in view of the various aspects we feel it would be necessary to constitute a team of lawyers to visit the hospitals in order to apprise the court the facilities and all the shortages thereof and prepare a comprehensive report so that the court may be assisted in issuance of further directions,”  Court directed.
Kawoosa disclosed that rice and flour has not been supplied to leper Home by CAPD since November last year. He further submitted that, the officials requested him to apprise this before the court.
Court on its own arrayed secretary CAPD as respondent in the PIL and directed him to supply food items including rice and flour regularly to the Leper Home and file status report in this regard by next date and asked the secretary to remain present in court on next date in case status report is not filed.
Court out rightly rejected the status report of under secretary of Health Department and observed it should be filed by secretary and directed secretary of Health Department to file status report regarding the vacancies available in the psychiatric hospital.
Court also told the visiting lawyers to have a look at the disposal of medical waste and hygienic condition of the hospitals.
Court also asked the SMC to file their status report with regard to the units build for leper families and their handing over to the eligible leper families.
