KATHUA, June 27: Two Community Information Centers (CIC), falling under the control of Rural Development Department (RDD) in Hiranagar and Kathua blocks are locked since February this year after the district administration shifted the staff of the two offices to Election Department in DC Office Kathua for compiling poll records.
However after the elections were over last month the authorities did not deploy the staff back in the two respective offices, sources said.
This has resulted into a lot of public outcry as the youth who were aspiring to seek the basic computer course training in these Centers have been deprived of the same, sources added. Sources said the CICs were established under the Government of India scheme to impart three months basic computer course to the youth in the State. In each CIC three shifts of students are imparted training and decision of locking them has generated a lot of resentment among the people in general and unemployed youth of the two tehsils in particular.
Sources said despite the repeated pleas of the people, the authorities have failed to deploy the staff in two CICs till date killing the basic purpose of their creation. Since February hundreds of youth could have been imparted training in basic computer course from the two CICs which are locked at present on the sweet will of authorities sitting at the helm of affairs, sources added.
The CICs which were earlier falling under the Information Technology Government of India were later handed over to Science and Technology Department of the State. However some time back they were handed over to Rural Development Department (RDD) which was monitoring their functioning.
