JAMMU, July 14: Minister of Higher Education, Abdul Ghani Malik in a meeting with J&K College Teachers Association members sorted out the impasse created by the recommendations of Public Service Commission for the placement of more than 500 college teachers under Career Advancement Scheme, by effecting their placements in contravention of earlier placement orders of Higher Education Department which retrospectively placed College Teachers from their actual due dates of personal promotions.
The Minister was seized of the situation which would be created by the recommendations of PSC and would result in disturbing the seniority of college teachers and plunge the department in to avoidable litigations. The Minister appraised the delegation that he had as such directed his department to return the cases to PSC for reconsideration and take cognizance of the observations of the higher Education Department. However, the Minister expressed his surprise and displeasure, when it was pointed out by the delegation that the new observations of the department to the Public service commission were still not in conformity with its last placement orders issued from 2005 to 2009. The Minister directed the special secretary, Higher Education Department & Director Colleges, who were present in the meeting, to rectify this anomaly when DPC meeting is reconvened by PSC. Mr Malik furthers said that the process of filling up of over 1200 posts in the colleges has been initiated and would provide job opportunity to the eligible educated unemployed youth in the state. President CTA (Jammu wing) also pointed out the lack of infrastructure & manpower in running the PG courses in some of the colleges of the state and the Minister assured the delegation that necessary steps would be taken in this regard.
The delegation of College Teachers was led jointly by Dr Avinash Kumar Gupta, President CTA (Jammu Wing) and Prof. Tariq Ashai, President CTA ( Kashmir Wing).
