Villages sans electricity

It is unbelievable and it is disheartening. 40 crore people of India are still without electric power in a population of about 125 crore. It means that almost one-third of Indians are still without electricity despite 64 years of independence during which period we could manufacture the nuclear bomb and fire ballistic missiles and send satellites into the orbit. It is a sad commentary on the entire philosophy of development in this country. Union Government claims that adequate funds have been provided to all States in accordance with Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) but it is the State Governments that have to implement the schemes. In response to a question the Union Power Minister said that the total number of unelectrified villages in the country is 12,468 of which 6,882 villages are in Bihar, 3,144 villages in Odisha and 1,009 villages in Assam. And yet tall claims have been made by the leadership in these states of having taken the State to prosperity. We think it is not right on the part of the Union Minister for Power to say that after having allocating the funds to the States, the Centre is absolved of the responsibility of monitoring the utilization of the funds allotted and to what purpose.
