JAMMU, Aug 21: Former Minister and MLA Prof Chaman Lal Gupta today said that the State of Jammu & Kashmir is an integral part of India and its accession with India is not negotiable.
Referring to the claim of Pakistan and its henchmen in Kashmir that Kashmir is a disputed territory, Prof Gupta said they have no right to put such claims as they have no representative character and more so the Indian Constitution did not permit for such claims.
Prof Gupta said that the Maharaja of the State, Hari Singh by using his legal authority had signed the Instrument of Accession with India, which was not only supported by the then largest party of the State, National Conference led by Sheikh Mohammad Abdullah but also ratified by the Constituent Assembly of the State. Thus, the issue of accession was finalized and it was not like a Mutta Marriage which can be reviewed at the will of anybody”, Gupta added.
Prof Gupta further said Pakistan has not only invaded J&K but also is illegally holding over one third of the State. It is also flouting the UN restrictions by not vacating the held territories, he said, adding Pakistan has rather changed the demographic character of occupied areas as also annexed large parts of Gilgit and Baltistan.
Ridiculing the meetings of the separatists with Pakistan High Commission, he questioned that whether Pakistan authorities would permit the separatists of Baluchistan or any other part of that country to have such meetings with other foreign powers.
The former Minister said ceasefire is being violated with impunity by Pakistan rangers and there is no let up in the designs of pushing ultras, to this side. In the situation talks have little meanings as the peace efforts and violence cannot go together, he added.
Prof Gupta asserted that there is a need for clear cut policy at New Delhi to deal with elements trying to create law and order problems and disturb the peace of the State.
