Govt dismisses KAS officer for Rs 20 cr fraud

SRINAGAR, July 17:  The Government today dismissed former Additional Deputy Commissioner, Pulwama, Adil Rashid Naqash, a KAS Officer, from his services after the charges of financial irregularities along with the misappropriation of Government money were found to be correct by the departmental enquiry.
An official spokesman said here that Adil Rashid is involved in misappropriation as well as embezzlement of Government money, misuse of official position and violation of conduct rules. The spokesman said that the allegations of misappropriation and embezzlement against the officer have been found to be correct.
The spokesman said that during his posting as Additional Deputy Commissioner, Pulwama and Collector, Land Acquisition, Pulwama Adil Rashid was accused of misappropriation/embezzlement of over Rs 20 crores Government money that was meant for the widening of the national highway in Pulwama district. He said the Government intended to recover the embezzled amount after the Vigilance furnished its final report.
The spokesman said that the departmental inquiry was initiated against the officer on the recommendation of the Chief Secretary after the scam regarding misappropriation of more than Rs 20 crores of land acquisition funds surfaced. He said the officer was immediately placed under suspension.
It would be in place to mention here that State Vigilance Organization had attached the property of Adil Rashid and registered case under FIR No 37/2010 Police Station VOK in June 2011. It was alleged that Adil Rashid had embezzled an amount of Rs 22 crores meant as compensation for the people whose land would be acquired in connection with the four laning of National Highway-1A at Lethpora in Pulwama district.
The former ADC Pulwama executed fraudulent drawls and showed fake beneficiaries while amassing wealth out of the unfair practices. The wealth was utilized in the form of raising assets and properties by Adil Rashid both in the Srinagar and Pulwama districts.
During the investigations by SVO it surfaced that the former ADC Pulwama along with some others had acquired and were in possession of huge assets out of misappropriated Government money in their name and in the name of their relatives. The property attached included two residential houses at Peer Bagh and Rawalpora areas in Srinagar district.
Adil Rashid acquired the two storied residential house at Peer Bagh-Srinagar in his own name while as another two storied residential house purchased by him and built over one kanal and 14 marlas of land at Iqbal Colony, Rawalpora was registered in the name of his wife namely Farukh Jahanzeb alias Rinku daughter of Ghulam Mohi-ud-din Bhat resident Awantipora, Pulwama.
Adil Rashid purchased more than five kanals of land Nowgam-Srinagar in the name of Showkat Ahmad Dar son of Ghulam Rasool Dar resident of Zinipora-Chadoora.
He acquired four shops of a shopping complex at Pulwama in the name of his wife. He also acquired almost four kanals of land at Largam-Tral once again in the name of his wife.
The officer purchased more than nine kanals of land at Midora-Tral acquired in the name of his wife. He acquired seven kanals of land at Noorpora-Tral in the name of his wife Kanal and more than a kanal of land at Shahabad Payeen in the name of his wife.
