Sir,
The recent incident in which the Bihar Cooperative Minister,Jai Kumar Singh’s son Adarsh Kumar Singh,a student of 9th class of Scindia School Gwalior, was ragged by his seniors, has brought back the memories of Aman Kachroo who lost his life as a victim of ragging in the year 2009.The hapless victim is now battling for his life in Apollo hospital, New Delhi.Generally, juniors and freshers are ragged by their seniors by being stripped and asked to parade naked, to do errands for seniors,to do pushups and other weird acts.An antiragging helpline which has a toll free no.and which functions for 24 hours has been launched to help the victims of ragging, who can lodge their complaints without disclosing their identity.Ragging is a curse which has taken the life of many promising students. In many cases, the victims of ragging who refuse to carry out the odd orders of their seniors are physically manhandled or subjected to inhuman treatment with the result that the hapless victim after passing through acute traumatic experience meets his end or is compelled to end his life.
Ragging has been banned by the Supreme Court of India and it has been made mandatory for the institutions to register an FIR if any case of victim of ragging complains of being ragged.Similarly, UGC has also taken a slew of measures to curb this menace.Every college has been mandated to accomodate the freshers in separate hostels and constitute anti ragging squads and conduct surprise raids to ensure that no newcomer is subjected to this inhuman treatment.
It has also been made obligatory for each student and their parents to submit an affidavit to the effect that he/she shall not indulge himself in ragging. The college authoritries are also required to publish the email address and toll free no.of the antiragging helpline on their Information Brouchres and Prospectus.Despite so many measures in practice, the monster of ragging continues to raise its ugly head forcing the students to suffer untold humiliation and torture and then end their life.It is,therefore, the duty of the Government,universities/colleges,law enforcement agencies to check this menace so students may receive their education in a fearless and tension free manner.
Yours etc…..
