Probe ordered against PRO DyCM

JAMMU, Sept 29: Deputy Commissioner Jammu A K Sahu  has recommended to hold an enquiry into the alleged misuse of official position by  Kewal Krishan Sharma, PRO to Deputy Chief Minister and  the strong contingent of security allotted to him without gradation and protocol.
The probe has been recommended following controversy over a photo advertisement published in a  sections of press with the caption “Kewal Krishan Sharma PRO to Dy Chief Minister distributing cheques amounting to Rs 20 lakh in presence of SDM Khour and Tehsildar Khour.”
According to an official communiqué, DC Jammu has recommended probe into the activities of the said PRO and action as warranted under rules.
DC Jammu has also informed that the controversial  photo advertisement has been published without official handout.
Meanwhile, SDM Khour  has also submitted his detailed report into the matter.
According to the SDM,  he was distributing cheques among the flood affected people of village Palatan and Chahani Divanoo of Sub-Division Khour on 27-09-2014 under SDRF. The concerned Sarpanch of the Panchayat was there for identification of the beneficiaries. A person unknown to the SDM appeared and was looking at the cheques with Sarpanch for identification. While SDM was distributing the cheques, the said unknown person extended his hands towards the cheques without the knowledge of the former. On enquiry it revealed that the said person was Kewal Krishan an employee of Forest Department presently on deputation in the Housing and Urban Department and working in the Personal Section of Deputy Chief Minister against the post of a clerk. He (SDM) asked the said PRO to immediately leave the spot as his presence was neither required nor he was called.  SDM resumed cheque distribution only after Kewal  left the spot.
The SDM report further reveals that from the preliminary enquiry it has come to knowledge that during the previous day incidence the said PRO got a photo clicked and sent it himself for publication in some sections of press. The act of said employee is unbecoming of Government servant and in violation of service conduct rules. SDM  further submitted that only Revenue Department employees including Patwaries, Naib Tehsildar and Tehsildar were intimated for the programme and Sarpanch concerned was asked to remain present on spot for identification of the beneficiaries.
While explaining the series of events, the SDM   in his report also recommended for taking strict disciplinary action against the said PRO as his act has caused embarrassment to the Government as a whole and no one has to be immune to law.
