Sir,
Whenever Pakistan disturbs peace at our borders and its forces kill civilians and their cattle wealth besides damaging their houses, walls and cowsheds, these unfortunate people migrate to nearby villages. Since they cannot desert their land, agricultural activities and their villages and houses, the Government should arrange construction of a bunker room where these civilians can take shelter and need not panic and run out of their homes.
We the people of Jammu and Kashmir help one another in times of difficulties. Institutions and NGOs should come forward and help the State Government in this job. It is again unfortunate that the State Government runs always to centre for financial help because it has pooled no sources of revenue to fight such eventualities.
