DB’s directive to IGP on traffic congestions

JAMMU, Nov 24: In a Public Interest Litigation (PIL) filed by Bar Association Jammu and Sumit Nayyar seeking various development activities around court complex, Division Bench of High Court comprising Chief Justice MM Kumar and Justice Tashi Rabstan today directed the IGP to come forward to explain as to why the traffic congestions could not be controlled.
After hearing Senior Advocate MK Bhardwaj and Advocate Veenu Gupta for the PIL whereas Senior AAG Gagan Basotra for the State and Senior Advocate AV Gupta with Advocate Aditya Gupta for other respondents, DB observed, “with regard to the traffic congestions we reiterate our directions issued on March 6, 2014 and direct IGP to come forward to explain as to why the traffic congestions could not be controlled”.
“There are long queues of traffic which are stated to be seen by the counsel and sometimes one is in queue for hours together”, the DB said and directed that the status report shall be filed before the next date.
“In respect of acute problem of parking of vehicles by the members of the Bar and others, the State Government has filed a status report wherein a reference has been made to the directions issued by this court for expansion of the parking area which resulted in survey of the proposed parking area”, the DB said, adding “accordingly,  a site plan of the proposed parking in the High Court Complex and the estimated cost has been put forward. An affidavit in support of the report has been filed by the Executive Engineer, PWD (R&B), Construction Division No. II, Jammu”.
Upon this, Senior Advocate MK Bhardwaj stated that the proposal for expansion of parking in the High Court Complex was feasible and acceptable to the Bar.
Accordingly, Division Bench directed respondents to finalize the expansion of parking as per the proposal made in the status report and all steps leading to the finalization of the project be taken at the earliest and the project be executed without further waste of time, preferably within a period of six months.
