Govt to improve delivery of medical care to ESI beneficiaries

NEW DELHI :  A number of decisions, including constitution of state executive committees and increasing the ceiling on medical expenditure reimbursed to states, have been taken to improve the delivery of medical services to ESI beneficiaries, the government today said.
Minister of State for Labour and Employment Bandaru Dattatreya informed the Lok Sabha in a written reply that the capitation fee for insurance medical practioners has also been enhanced.
“The ESIC (Employee’s State Insurance Corporation) has recently taken a number of decisions to improve the delivery of medical care services to ESI beneficiaries known as ‘Insured Persons’ (IPs) across the country including the decision of constitution of state executive committees having powers to sanction repair works for ESI buildings…
“…And to get such works executed and also to empanel tie up hospitals for providing secondary/super speciality medical care. The ceiling on medical expenditure to be reimbursed to states has been increased from Rs 1,500 per IP per year to Rs 2,000 per IP per year with effect from 2014-15,” Dattatreya said.
The minister said the ceiling will be further increased by Rs 150 per IP every year for the next five years starting from 2015-16.
“The capitation fee for Insurance Medical Practitioners (IMPs) has been enhanced from Rs 150 per IP per family per year to Rs 300 per IP per family per year.
“The IMPs will have minimum investigation facilities. The IMPs will also dispense drugs provided by the nearest ESI dispensary to the IPs,” he said.
Dattatreya said although there was no specific proposal at this stage to establish ESIC super speciality hospitals in the country, super speciality services under ESI scheme are provided through three approaches — at dedicated ESIC super speciality hospital in Sanathnagar, Hyderabad which has been functioning since 2011, at ESIC hospitals either through own resources or through PPP mode or tie-up arrangements with private hospitals.
He said that the medical care services under ESI scheme are provided in notified areas in collaboration with state governments and for this, ESIC has entered into MoUs with various states. (AGENCIES)
