JAMMU, Jan 15: A committee appointed by the State High Court has re-cast the norms for promotion of Sub-Judges/ Civil Judges (Senior Division) to District Judges in terms of provisions of Rule 6 of the Jammu and Kashmir Higher Judicial Services Rules, 2009.
According to the circular issued by Suresh Kumar Sharma, Registrar General of J&K High Court, under the head of evaluation of five civil and five criminal judgments carrying 50 marks, each judgment will carry five marks to be awarded on the basis of its ratings. The judgments on the basis of contents, appreciation of law and facts and its conclusion, will be rated as outstanding, very good, good, average and below average.
Similarly, under the head of evaluation of ACRs for last five years carrying 35 marks, for each year’s ACR, seven marks will be awarded on the ratings of outstanding, very good, good, average and below average.
As far as performance in oral interview carrying 15 marks is concerned, marks for viva will be awarded on the basis of assessment of knowledge of law, knowledge of procedure and aptitude.
“The eligible judicial officer, who overall, obtains minimum 70 marks will make the grade for appointment as District Judge (Promotion Quota)”, the order said.
